Division 139 Update for April 6, 2024
The long awaited 11-4 Schedule is coming soon.
This will all be discussed for Division 139 members at our April 8th meeting at 10:00a.m. 4303 N Sam Houston Pkwy North.
There's been a rumor of an April 23rd launch date for Houston. This is an extremely optimistic date but it is time to start looking at the nuts and bolts of how the 11-4 Agreement works. For now, I encourage all engineers to look through the agreement and become as familiar with it as possible. This is going to be a complete change for all of us. Take a real close look at the changes that are coming to the bid/bump/notification process when 11-4 goes into effect. All engineers, regardless of assignment, will be affected by these changes.
Although it is NOT time yet, the initial bid process will be a manual one. I encourage everyone to figure out who their local chairman is and make sure you have their number as each engineer wishing to bid into an 11-4 board will have to physically fill out the bid sheet attached below and pass it along to their local chairman. Again, it's not time for that yet, but familiarize yourself with it because things will begin to move fast when this kicks off.

As soon as we have a completed implementation agreement that spells out how everything in Houston will work, I'll pass that along. I also encourage you to visit 11-4.org. This is an unofficial page but take a look under the agreements page and look through some of the implementation agreements. In those you can find the boards for the other locations to look and see how it's operating in those territories.
Please don't allow shanty rumors to skew your view of 11-4. If you have questions, feel free to call me and I'll explain it to the best of my ability. Is the agreement perfect, no. Will there be some obstacles, yes. Will CMS try to twist things to their advantage, yes. Will our guys figure out how to "work" the agreement, yes.
