11-4 Update for April 28th with TEAMS Call

Brothers and Sisters,

The 11-4 Scheduled work/rest cycle is almost upon us.  Beginning Tuesday, April 30th at 08:00 hours the 11-4 boards will be activated.  You will be immediately removed from your current assignment and placed on your new assignment.  If you were not awarded a spot on the 11-4 boards, you will be placed on the associated bump board for your area and be allowed to make a seniority move into a non-11/4 board.  If you have made a seniority move in the past seven days, watch to be sure you are placed on the appropriate spot come Tuesday.  Making a seniority move this week could interfere with the computer automatically moving you to your new placement.  Bid awards and other 11-4 information can be found at https://www.blet139.com/11-4information.  Note--There was a change to the xe06 that is not reflected on the webpage yet.


Vacations


Vacation changes for 11-4 boards are as follows.  You may contact your local chairman and move the solid vacation week forward or back 96 hours between forty-five and seven days before your vacation starts.  As of right now, single vacation days and personal leave days that conflict with your scheduled off days may be deleted by contacting your local chairman. If you have one coming up in the next 30 days that conflicts with your off days, let us know ASAP.  We are working on getting the "delete" function back but it may take a bit more time to get there.  Those non11-4 boards will continue to use the past practice of moving vacations 72 hours based on manpower needs.


Notifications and Bump Rules


These rules change for all engineers, not just 11-4 boards.  Notification is now defined as having occurred eight hours from the time CMS has called all of your contact numbers that you have on file.  After the notification is satisfied, you will now have 24 hours to place yourself before going into EA status. See below for 11-4 specific placement rules. 

"Passing up", which is you raising your hand without having been bumped first and saying you want to move.  These will be allowed once per calendar quarter.  That's once Jan-Mar, once April through June, etc.  The move must be separated by thirty days and you must contact your local chairman to "pass up".  All other moves can be handled as they are today through self-service.


Guarantee


As many of you have heard, one non-comp layoff forfeits the 11-4 guarantee for the half.  Compensated layoffs, company business, and some other statuses do not forfeit guarantee but you will be paid only what your vacation or PL rate is rather than the guaranteed rate for the days in question.  Maintaining the guarantee after a displacement is also a little different in that you must place yourself within 3 hours of CMS' first attempt to contact you to maintain the guarantee for that day and to keep the bonus day for that half.  So, if you want to maintain the guarantee and keep the bonus day, you must markup within three hours of the first time CMS tried to notify you. If you are away from home, on rest days, or comp layoffs when bumped, you'll have three hours from tie-up or markup from the layoff.

Company business will be paid as a basic day with the difference made up by the guarantee where applicable.

TEAMS Online Call


We're having one more video TEAMS call on Monday, April 29th at 14:00 hours.  We've had prior calls and aside from some technical difficulties, I think they went pretty well.  We've had over 40 people on each call with some very good questions being posed.  We'll go over the attached one-pager again and then open up to any 11-4 questions you may have.
